[Country X]'s nuclear program began more than 10 years before [Official A]'s envelope landed on [President B]'s desk. In [Date Z], [Country X] secretly initiated work at what was to become the [Whatzis]  nuclear research site. Only 15 years after the [Terrible Event]...[Country X] believed they had a compelling case for acquiring nuclear weapons. In [Date Q], the CIA estimated that [Country X] could produce nuclear weapons within the decade.

Would [Country X] please stand up?
