It's waaaaaaay past time
Cogent Constitutional arguments against the "Unitary Executive" haven't worked. Congressional saber-rattling hasn't worked. Subpoenas haven't worked. Bushco is saying, in effect, "You and your laws can go pound sand. You don't like it? Impeach me, then!"
These are men and women without a conscience, completely devoid of character. The only values they hold dear are self-enrichment and self-aggrandizement. They have no shame and see no need to accept responsibility for anything. Why? Because they've been able to get away with it for so long. Right and wrong exist only within the context of getting away with it or getting caught.
So, my dear Democratic Congress, I have a question for you. Are you going to let this country continue its slide toward dictatorship, or will you exercise the authority given you, the pre-eminent branch of the federal government, the representatives of the people, to remove from office those who have no regard for the law?
The people are waiting impatiently for your answer.

An executive order that Bush issued in March 2003 — amending an existing order — requires all government agencies that are part of the executive branch to submit to oversight. Although it doesn't specifically say so, Bush's order was not meant to apply to the vice president's office or the president's office, a White House spokesman said.
The issue flared Thursday when Rep. Henry A. Waxman (D-Los Angeles) criticized Cheney for refusing to file annual reports with the federal National Archives and Records Administration, for refusing to spell out how his office handles classified documents, and for refusing to submit to an inspection by the archives' Information Security Oversight Office.
