The Grey Lady gets it right. But this is, after all, the Petroleum Presidency, where no oilman is left behind. Why should anyone expect Dubya to do anything but cover his ass and take care of his friends? That's all he's been doing up until now anyway.

If President Bush follows through on his threat, he'll be making a strange choice for his first veto after more than five years in office.
