Negroponte Cites 'Innovations' in Integrating Intelligence

Director of National Intelligence John D. Negroponte defended his first year on the job yesterday by saying he has made progress in integrating the work of the 16 agencies that make up the U.S. intelligence community, adding it will take time "remaking a loose confederation into a unified enterprise."
Among the accomplishments and "innovations" Negroponte reportedly cited:
  • Enterprise-wide standard procedures for Waterboarding and Testicular Electrocution;
  • Uniform hiring practices for death-squad mercenaries;
  • Single-provider dental coverage for dogs used in interrogations;
  • Streamlined process for approving expense reports for employee travel on extraordinary rendition flights;
  • Regulations for use of Iraqi "human pinatas" at company Christmas parties.
